ガソリン値下げ競争

　道路特定財源の揮発油税などの暫定税率が3月31日で期限切れ。4月からはガソリン価格が25円/リットル下がる。。。。普通に考えてしまうと、4月1日からどこのガソリンスタンドでも大幅値下げ・・。と思うかもしれないが実際は違う。

　ガソリン税は、「蔵出し税」とも呼ばれていて、製油所から出荷されるときに課税されるのだ。つまり、ガソリンスタンドで在庫のためにすでに購入しているガソリンに対しては、この税措置が行われない。よって、ガソリンの在庫が切れた段階で、各社ガソリンを値下げしてくるだろう。

　しかし、本当にこれは各社ともHappyなのだろうか？

　近所にガソリンスタンド、A、B、C と3件あったとしよう。ここで、Aがいち早く高い税金が乗ったままの在庫が切れたとしよう。すると、当たり前の話だが、A社はガソリンの値段を下げる。すると誰がB社、C社買うだろうか？B社、C社は、しぶしぶ値下げするだろう。このように、いち早く在庫がなくなったガソリンスタンドの一人勝ち状態になるだろう。ちなみに、約25円も値下げしてしまった場合、25円*（在庫リットル）となる。仮に全国店舗で1万キロリットルの在庫を持ち、上記のような場面に遭遇してしまうと、2.5億円の損害になる。

　一方で、消費者の立場からすれば、ガソリンが安くなるまで買い控えるだろう。実際に私も同じである。乗用車とは言え、一回の給油で50リットルほど入る場合、その差額は1,250円になる。

　このガソリン値下げ・・。明暗が分かれる。
